Here's my understanding:
Net Insolvent Amount = Total value of Debt - Total value of Collateral, summed across all insolvent accounts.

Loan-to-Value = maximum amount of assets than can be borrowed with a specific collateral, expressed as %.

My understanding is that the former (net insolvent value) can be used to calculate value-at-risk, while the latter (loan-to-value) is a risk parameter the protocol sets.
